Veterans' Recruitment Appointment (VRA)

Our Mission

Public Debt's mission is to borrow money needed to operate the Federal Government and to account for the resulting public debt. Our function is to conduct Treasury's debt finance and accounting operations through the sale of U.S. savings bonds and Treasury notes, bonds, and bills. Currently, Public Debt employs more than 1800 individuals in a variety of occupational fields related to computers, management, finance and accounting. The majority of employees are located in our office in Parkersburg, WV. We also have offices located in Washington, D.C.

The Program

The Veterans' Recruitment Appointment (VRA) Program is designed to provide jobs and training opportunities to veterans. Federal agencies may noncompetitively hire eligible and qualified veterans who received other than a dishonorable discharge, and meet job qualifications.

At the end of a two-year period from the VRA appointment, a veteran will be converted provided work performance and conduct are deemed at an acceptable level.

Eligibility Requirements

The following individuals are eligible for a VRA appointment:

There is no minimum service requirement, but the individual must have served on active duty, not active duty for training.

Maximum Entry Grade Level

The veteran must meet the qualification requirements for the position. Qualified VRA eligibles may be appointed to positions up to GS-11 or equivalent.
