Central Accounting Reporting System


CARS is comprised of several modules which include:

Account Statement

  • Provides agencies with a central source for retrieving a near real-time picture of their account balances
  • Assists agencies with their reconciliation processes and allows users to generate customized views of their Fund Balance With Treasury data by using the module's query and sorting utilities

Access Group (AGroup)

  • Enables Administrators to create cross-cutting roles to further restrict a user's privileges in each CAR module not only to the functionality required, but also to specific data sets

Agency Standard Report (ASR)

  • Provides custom reports to agencies and GWA operations
  • Provides ad-hoc reporting and CARS reconciliation reports to GWA operations

Agency Transaction Module (ATM)

  • Provides an automated process for creating, approving, and reviewing transactions, both authoritative and agency transactions through Classification Transaction and Accountability (CTA) components

Budget Report Services (BRS)

  • Provides interface with Office of Management and Budget (OMB) to automate the budget realignment
  • Produces the Combined Statement in order to meet the legislative requirement for budgetary reporting
  • Produces the Monthly Treasury Statement (MTS) from CARS, which summarizes the financial activities of the federal government and off-budget federal entities in accordance with the Budget of the U.S. Government

Bank Transaction Module (BTM)

  • Processes bank information from source systems and the Federal Reserve Bank
  • Reconciles the Book and Bank view of the US Government cash position
  • Supports Straight-Through processing

Central Accounting Front-End (CAFÉ)

  • Manages the information exchange between CARS and the source feeder systems
  • Acts as the control point for data sent into the Central Accounting System

CARS Interface (CARI)

  • Provides system to system interfaces where data moves from CARS to external customers
  • Manages transmission of data to and receives from the General Ledger


  • Functions as the main portal for access to all CARS modules
  • The maintenance portion provides the ability to perform certain functions such as the ability to submit updates to "Notices" and "System Alerts"

Organization Account Directory (OAD)

  • Provides a maintenance facility for operational users to update specific Legislation, Account, and ALC information needed to support ATM and CAFÉ
  • Provides Operational Users with viewing and inquiry functionality

Operations Support Services (OSS)

  • Allows Administrators to track and resend ATM transactions
  • Offers back-end administrative services, monitoring, and audit log capabilities

Statement of Difference (SOD)

  • Highlights agency reporting vs. source system reporting discrepancies
  • Provides detailed reports of discrepancies

Check Issue Audit (CIA):

  • Highlights check payment discrepancies between agency reporting and Treasury Check Information System (TCIS) reporting
  • Provides detailed reports of discrepancies
