U.S. Debit Card
A U.S. Debit Card can help both federal agencies and the companies and individuals to whom they owe money.
Instead of paying by check, bank draft, or cash (or paying directly into a bank or credit union account), the agency can load money onto a prepaid debit card for the payee.
Thus, the U.S. Debit Card works for all payees, including people who do not have a bank account or who do not want to give their banking information to the agency.
(This program is for federal payments other than benefits. The comparable program for federal benefits payments is the Direct Express Card).
Fiscal Service Announces Financial Agent Selection Process (FASP) for the U.S. Debit Card and Digital Pay Program

The Bureau of the Fiscal Service is conducting a Financial Agent Selection Process (FASP) for the U.S. Debit Card and Digital Pay Program (USDC). View the USDC Requirements document.
Any questions regarding the application submission process must be submitted to the Fiscal Service via e-mail at USDebitCardFASP2021@fiscal.treasury.gov. The Fiscal Service will answer all questions as soon as possible and post questions and answers on this page.

Unless a financial institution is notified in writing that the deadline for submission has been extended, the financial institution must submit its application by the deadline regardless of any outstanding questions it may have.
Important information regarding the application process: Applications must be received by the Fiscal Service no later than 5:00 pm ET on Monday, May 17, 2021. Applications must be submitted electronically to USDebitCardFASP2021@fiscal.treasury.gov. Each applicant may supply a contact name and e-mail address so Fiscal Service can send acknowledgement receipts.
